Challenges in developing a monitoring and compliance tool for Open Science policies within the scope of funding by the Foundation for Science and Technology

In recent years, the Foundation for Science and Technology (FCT) has implemented research and science communication methodologies based on Open Science (OS) principles.
FCT has become a member of the cOAlition S and supports, since 2021, Plan S. This determines that all publications resulting from research funded through public or private funds are published in Open Access (OA) journals/platforms or made available in OA repositories without embargo. FCT is currently working on the implementation of these guidelines and the goal of this work is the development and implementation of a monitoring and compliance tool to enforce compliance with its CA policy and the plan S.
This tool will be built on the infrastructures and services already developed by the FCT based on PTCRIS (Portuguese Current Research Information System) and will include an operational component, integrated with the funding management system, and an analytical component, based on a Data Warehouse and Business Intelligence (DW/BI) system.
Briefly, the analytical component of the tool under development will be responsible for aggregating the information necessary to produce indicators for monitoring the OA as well as calculating the conformity of scientific outputs with the Plan S and the FCT OS policies. The results of these compliance calculations will need to be integrated into the operational component of the tool under development to manage the non-compliance detected through a system of notifications between the responsible researcher and a team responsible for compliance verification.
